Warsh’s Debut Sends a Hardline Signal: The Fed Enters a New Phase of “Speak Less, Control Inflation More”

In the early hours of the 18th Beijing time, Fed Chair Kevin Warsh presided over his first rate-setting meeting since taking office. The closely watched meeting did not bring the market any easing expectations; instead, it sent a sharper hawkish signal: rates unchanged, no rate cuts expected this year, the 2% inflation target reaffirmed, and five special task forces announced to launch internal reforms at the Fed. For global financial markets, this was more than a policy meeting—it was a recalibration of the Fed’s future communication style and policy logic.

1. Rates held steady, but hike expectations quietly rose

The Federal Open Market Committee (FOMC) unanimously voted to keep the benchmark overnight lending rate in the 3.5% to 3.75% range. On the surface, policy did not change materially. But the real market mover was the dot plot and Warsh’s remarks at the press conference.

The dot plot showed that 18 of the 19 officials submitted forecasts. Nine thought another rate hike was still needed this year, eight saw rates unchanged, and only one expected a single cut. The median forecast has clearly tilted toward a 25-basis-point hike this year, meaning the internal debate has shifted from “cutting rates” to whether policy should be tightened further.

The market reacted quickly. CME FedWatch data showed that after the meeting and press conference, the probability of at least one hike this year jumped to 83%. In other words, even though the Fed did not hike on the day, expectations moved forward sharply, and markets began pricing in a longer period of elevated rates.

CITIC Securities chief economist Mingming said Warsh refused to provide forward guidance during the meeting and did not send dovish signals. Instead, his wording reinforced a hawkish stance. Combined with the dot plot shift, the Fed’s policy tone has clearly tightened.

2. Inflation remains the core problem, and the 2% goal is being stressed again and again

Warsh’s biggest challenge remains persistently high inflation. The latest Labor Department data showed U.S. CPI rose 4.2% year over year in May, the highest in three years, while core CPI excluding food and energy rose 2.9%. Inflation has come down from its peak, but it is still well above the Fed’s 2% target.

At the press conference, Warsh mentioned “price stability” more than ten times and repeatedly stressed that the Fed is fully committed to bringing inflation back to 2%. This repetition was not just rhetorical. It was a clear signal that the Fed’s top priority remains curbing prices, not cushioning short-term swings in growth or employment.

Chuancai Securities chief economist Chen Li believes Warsh clearly sent a hardline “2% inflation first” message, which is a classic hawkish stance. That means the Fed is willing to tolerate some economic pressure in the short run in order to suppress inflation and repair the market’s earlier fuzzy expectations with a tougher policy tone.

From a policy logic standpoint, this is not surprising. The U.S. economy remains resilient overall, but the disinflation path is uneven, and energy, services, and parts of the supply chain still show sticky prices. By reinforcing the inflation target now, Warsh is essentially building legitimacy for a longer tightening cycle.

3. Less communication, weaker guidance: the Fed enters a “speak less” era

If the rate decision showed the policy direction, Warsh’s changes to the communication system reveal a deeper reform agenda.

First, the policy statement was cut down sharply. Compared with Powell-era statements that often exceeded 300 words, this statement was only 132 words, much shorter and more focused on the economic backdrop and anti-inflation resolve. Warsh also admitted that the new statement removed a lot of “old boilerplate” to reduce redundancy and make the message denser.

Second, Warsh said the press conference mechanism should also be reviewed. He suggested that not every meeting needs a press conference; only when there is something truly important to say should the Fed face the market. This implies that the Fed’s information release cadence may shift from high-frequency, transparent, and forward-looking to lower-frequency, restrained, and conditional.

For markets, this has two effects. On one hand, less forward guidance reduces the risk of overinterpretation. On the other, it increases uncertainty in asset pricing. In recent years, markets have become highly dependent on Fed language for positioning. If communication is sharply reduced in the future, volatility may rise.

4. The dot plot may be rebuilt, and reform signals are clear

Another notable detail from the meeting was that Warsh himself did not submit an individual interest-rate forecast. By convention, Fed officials provide their view of the future path of rates under the Summary of Economic Projections (SEP). Warsh, however, said he would not provide a personal dot-plot forecast based on his view of the current framework.

This was not just a personal choice. It was a public expression of reform thinking. Li Gang, research director at the China Foreign Exchange Investment Research Institute, said Warsh is a typical reform-minded chair, and the main purpose of this move is to break the rigid forward-guidance mechanism and weaken the dot plot’s disciplining effect on the market. In the long run, the dot plot may no longer be a core tool in the Fed’s policy system and could even gradually fade out.

Warsh also announced five special task forces covering policy communication, balance-sheet management, data foundations, labor and productivity structure, and the inflation analysis framework. Chen Li said this shows the Fed is trying to move from a single-rate-tool model to a more systematic and refined macro policy framework.

Li Gang further noted that under Yellen and Powell, the Fed relied heavily on lagging data and was prone to slow reactions and timing mismatches. Warsh’s reform is aimed at shifting the Fed from reacting after the fact to anticipating in advance, improving its ability to spot turning points in the economy and inflation earlier.

5. How will markets price the new Fed?

After the policy signals were released, U.S. financial markets reacted negatively: the three major stock indexes fell together, the dollar index spiked intraday, and spot gold briefly dropped below $4,300 per ounce. For capital markets, this means the trading logic built on easy-money expectations is being repriced.

On the dollar, Li Gang believes the greenback is unlikely to rise in a one-way, sustained manner, and is more likely to stay in a stronger long-term range with swings. The reason is that dollar liquidity remains structurally tight but has not entered a full contraction, so a disorderly surge is unlikely in the short run.

For U.S. stocks, the real risk is not a one-day pullback but a further divergence in valuation. Capital is concentrated heavily in AI, with some sectors rising too fast while others lag. If high rates last longer than expected, the market could face a stage-by-stage valuation reset.

As for gold, the short-term drop is mainly a response to hawkish Fed expectations and dollar strength. In the long run, however, geopolitics, economic regionalization, and continued gold buying by central banks should still support prices. Gold may no longer be set up for a one-way surge, but range-bound trading at high levels is becoming the more realistic path.

Conclusion: in the Warsh era, the policy logic is being rewritten

Warsh’s first rate meeting sent a very clear message: the Fed is no longer content with “explaining policy” but is trying to reshape it. Shorter statements, less forward guidance, tighter inflation discipline, and more institutional reform make up the first policy portrait of the new chair.

This means the Fed is transforming from an institution that heavily relies on communication to manage expectations into one that emphasizes discipline, restraint, and framework rebuilding. For markets, the biggest future change may not be whether rates move immediately, but how the Fed redefines its own language and decision-making logic.

Until inflation fully returns to target, the Warsh-era Fed clearly will not pivot easily. Rates may stay higher for longer, and global asset prices will continue to search for balance in this new policy coordinate system.
